From the photograph on the left to the seemingly lesser resoluted image on the right. This layer effect can make it look like your really high resolution images are not as good a quality as they started out to be.
This effect simply uses the difference difference layer effect (still as layers).
I used the RGB Noise plug-in and set all to 33% on the second difference layer.
